Get the fully qualified base page name of the current or the given page. It is basically equivalent to using the magic word <code><nowiki>{{BASEPAGENAME}}</nowiki></code> in the Main namespace and <code><nowiki>{{NAMESPACE}}:{{BASEPAGENAME}}</nowiki></code> in all other namespaces.
